Water Infrastructure Capital Improvement

The Village of Cayuga Heights is pursuing capital improvement projects for its existing aging water distribution infrastructure to replace fragile water system components, improve fire flow capacities, improve dependability, and maintain and prolong the life for current users and future developments within the Village. Some of the infrastructure is over 60 years old, built when the Village was incorporated in the 1950s and some dates back further than that to when the Old Village was built up in the 1930s.

A couple of years ago, the Village contracted with TG Miller to do a study of the entire existing water system and make recommendations about needed system replacements and/or upgrades. Subsequently, the Village asked TGM to put together a scope of services proposal to begin the process of designing a project to systematically replace water mains as identified in the 5/30/25 study. The first phase of this project proposes to replace 4,200’ of pipe and replace two Pressure Reducing Valve (PRV) stations which are currently in underground vaults that require Bolton Point to use confined space entry protocols to do work on these valves.

Investigations have been performed in the past using computer modeling software to help identify and prioritize specific components of the existing water system to replace or improve. Based on these investigations, significant improvements are deemed necessary to ensure responsible and sustainable system operations.

The bidding and construction services would not proceed until the Village authorizes the funding/financing of the construction projects.

UPDATE 11/19/25:
The board approved a resolution to accept the proposal prepared by TG Miller for Phase 1 of water system improvements and to authorize the mayor to sign said contract, pursuant to final review by legal.
